North Phoenix is lining up its next big apartment building. JPI Companies has filed plans for a 397-unit apartment community in the CityNorth master plan, with DAVIS as the architect and Crown Realty and Development as the master developer. AZBEX reported the details on September 1, citing Phoenix Business Journal reporting, and Connect CRE covered the project on August 31.
The design is a five-story residential building paired with an attached five-story parking garage. The building totals about 474,200 square feet, with roughly 380,200 square feet of rentable space and about 94,000 square feet given over to leasing and amenity areas. The amenity program includes a pool, an outdoor and indoor dog park, coworking space, and a fitness center. Construction is expected to begin in mid-2027.
This would be the fourth multifamily phase at CityNorth, the 100-acre mixed-use master plan in north Phoenix near the growing TSMC employment area. According to Connect CRE, the overall plan calls for eight multifamily buildings and roughly 2,500 residential units alongside retail and office space. The first phase, Sunela, carried a construction cost of about $100 million. The second phase, Azur, is complete, and a third phase by Mill Creek Residential is under construction with completion expected by the end of 2027. JPI’s building would follow directly behind it.
The building type matters as much as the numbers. A five-story residential block wrapped around a structured garage is the format that lets a master plan like CityNorth put dense housing next to retail and office space without surface parking taking over the site. With nearly a fifth of the building devoted to leasing and amenity space, the design also reflects how much today’s renters expect from shared spaces, from coworking to pet facilities.

Master-planned communities that build one phase after another also reward trade partners who can deliver the same quality on a predictable schedule, phase after phase. CityNorth has now moved through multiple developers across its phases while keeping a consistent standard, and we look forward to seeing DAVIS’s design for phase four take shape. Projects like this one are a strong signal that north Phoenix, with its concentration of new employers, will keep generating the kind of multifamily work our crews are built for.
